If one flavor, do 110% of number of people
if 2, do 60% each; yes, adds up to 120%
if 3, do 40% of each; yes, adds up to 120%
if 4, do 30% of each; yes, adds up to 120%
You see the pattern? Only difference is, if one flavor is chocolate and the other is unpopular, do more chocolate, but same total.

Cookies, make small, and do 1 of each flavor per person, up to 4.
