Beef stew for 250

Ellen, I haven't been able to find a solid recipe for beef stew on the website.
I'll be cooking beef stew over noodles for 250 at a homeless kitchen and need to calculate what I need.

This is the basic amount for 250 servings for beef stew

75 pounds beef
8 quarts tomatoes
salt, pepper, garlic, thyme, bay leaf to taste
22 pounds carrots
12 pounds celery
8 pounds onions
30 pounds potatoes, chopped
5 gallons beef broth for stewing
1 gallon 1 quart broth and 3 pounds flour for thickening

Simmer meat tomatoes and herbs about 1 hour 40 minutes, until beef is tender
add carrots, cover, cook 15 minutes
add celery, onions, potatoes, cover cook 20 minutes
mix thickener, add stir well, simmer 5-10 minutes until thickened
