Bag lunch for 400

I got stuck doing a bad lunch for 400 adults, the menu is turkey & ham sandwiches fruit, snack and a soda, i have no idea how much meat or how much fruit and vegetables

Well, with that attitude it may indeed be a bad lunch. Try to enjoy the task, or get some help.
If you want to pre-make the sandwiches, with 1 turkey and 1 ham in each bag, you will need 2 1/2 to 3 ounces deli sliced meat per sandwich. You can use 2 ounces with the ham if you add a 1 ounce slice of cheese. 4 slices bread. 2 tablespoons mayo. Fruit, do per piece with 2 small, easy to eat fruits, such as a small plum and a tangerine or small apple. Have about 20 available PBJ's with the 400, you will have some non-meat eaters.
