Doing braised lamb shoulder for 400 ppl, serving 2 ounces per person. How many pounds of raw meat do I need?

Renaud, this is not enough for a full entree portion, it would be OK if there were at least 1 other entree dish. If you are purchasing bone in lamb shoulder, 1 pound raw per 4-5; if boneless, 1 pound raw per 6.

In that case you can even go a bit less- 1 pound boneless per 7-8
